News
Release – February 21, 2008
The Nebraska Department of Roads and Paulsen,
Incorporated are announcing that major work to reconstruct West Second Street,
or US Highway 30, in Grand Island will begin March 17, 2008. This project consists of widening West
Second Street to five lanes for a common turning lane from Grant Street, at the
east end of the UPRR viaduct, to Greenwich Street, where US-30 splits to
one-way traffic. The project is 13
Blocks or 0.85 miles in length. On
March 17, or very near that date, Paulsens plans to close the south half of
West Second Street to begin pavement removal work.
The major portion of work is anticipated to be
completed in November of this year. All
concrete paving is expected to be completed, and only minor work (sidewalk,
lighting, and landscaping) will be occurring in spring of 2009. During construction of this year, one lane
of eastbound Highway 30 traffic will be maintained on Second Street and
westbound Highway 30 Traffic will be detoured to Third Street.
The Prime Contractor, Paulsen, Incorporated received
the contract of $4,495,070.38. Other
sub-contractors involved with the project include Hooker Brothers Construction
(grading), Midlands Contracting (storm sewer and water main) and Mid Plains
Power (lights, signals).
Scott
Griepenstroh, Project Manager, will be the NDOR representative responsible for
the project. Ben Merchant, Jason Hall
and Curtis Probasco with the NDOR will oversee much of the work. Dennis Sandrock will be the project
coordinator in charge for Paulsens.
General Details of the
Planned Construction
1.
The
entire, existing roadway will be removed down to the subgrade.
2.
An
improved Storm Sewer system will be constructed. Several curb inlets are being constructed. The new system will provide more effective
drainage in heavy rain events, and the nuisance of persistent, standing water
will be eliminated.
3.
A
new Water Main will be constructed under the south side of Second Street. New water services will be installed for all
residents and businesses.
4.
Fly-ash
will be incorporated into the subgrade.
This will stabilize the saturated (high moisture) subgrade and firm it
up for supporting the roadway.
5.
10”
Concrete Pavement will be placed. It
will be 64’ wide from back of curb to back of curb, and will have two lanes for
eastbound traffic, two lanes for westbound traffic, and a 12’ lane in the
center for left turning traffic. Raised
median islands will be constructed near Broadwell Avenue only.
6.
Improved
street lighting will be constructed.
New signals will be constructed at Second and Broadwell.
7.
New
sidewalk will be constructed.
Landscaping, either sod or brick pavers, will be placed.
Schedule and Traffic Phasing
The reconstruction of Second Street will be done in
phases. In the first phase, the south
half of Second Street will be reconstructed.
Eastbound traffic will be reduced to one lane and moved to the north
half of Second Street. Second Street
will be one-way traffic only. Westbound
traffic will be detoured north one block to Third Street from Clark Street
(near BG&S Transmission) to Grant Street (near the UPRR Viaduct). Two way traffic will be maintained on Third
Street. The first phase of
reconstruction includes water utility work, storm sewer work, grade
stabilization and concrete paving. This
first phase is planned to start on March 17 and will take until late July to
complete.
During the first phase, most driveways and intersections
on the south side of Second Street will be closed. During most of this phase, Clay Street (by the Conoco Gas
Station) and Adams Street (by McDonalds and Casey's) will be kept open - until
later in this phase when most other driveways and intersections are completed
and opened. The intersection at
Broadwell will always be kept open, but traffic will be shifted to one side of
the intersection while the other side is being reconstructed.
The second phase is scheduled to start in August. During this phase, the north side of Second
Street will be reconstructed. Eastbound
US-30 traffic will remain reduced to one lane and will be moved on to the new
concrete on the south half of Second Street.
Westbound US-30 traffic will still be detoured to Third Street. During most of this phase, Clay Street (by
the Upper Deck and Fazolis) and Jefferson Street (by Holiday Gas and Burger
King) will be kept open - until later in this phase when most other driveways
and intersections are completed and opened.
The intersection at Broadwell will still always be kept open and
reconstructed in phases.
The second phase will not be completed until late
October. The plan is to have all of
US-30 traffic returned to Second Street in November and most of the project
completed. Some minor work (sodding,
sidewalk, lighting work) will have to be completed in spring of 2009.
There to be times with high traffic congestion on
Broadwell, Third Street and Second Street - especially during rush hours and
when trains are present. The signal
heads will be updated and an advanced detection system will be installed at the
intersection of Third Street and Broadwell in anticipation of the increased
traffic volume of the westbound US-30 traffic.
It has not yet been decided how to have the signals respond when a train
is present. Third Street might have a
continuous green light when a train is present, but that could be changed later
to have the signals all go to flashing red like they do now. Regulatory signs will be installed to inform
motorists not to block traffic in this intersection.
Access
will be provided to businesses at all times.
During the first phase, access to most businesses on the south side can
be best made using First Street.
Everyone involved will try to expedite completion of the project in an effort to
minimize the impact construction will have on traffic and local
businesses. This is an aggressive
schedule, and as always, it is subject to weather.
Wasmer Storm Sewer Project
This spring, the City of
Grand Island will begin the construction of storm sewer from the Wasmer
Detention Cell, located at West Division Street and Broadwell Avenue, up to
Second Street on Logan, Broadwell and Madison Streets. This work will be coordinated with the West
Second Street project. The contractor
for the Wasmer Storm Sewer project will be required to keep First Street opened
at all times to accommodate access to businesses affected by work occurring on
Second Street.
An Informal Open House Meeting
will be held at the Department or Roads District 4 office at 211 North Tilden
March 13 from 4:00 to 6:00 PM.
Department officials will be available to explain general details of the
project and answer questions.
To
improve communication and cooperation on the project, participants will hold
weekly partnering meetings. At these
meetings important issues such as phasing, utilities, safety, and schedules
will be discussed. The weekly meetings
will be held Tuesdays at the Department of Roads District 4 office at 211 North
Tilden. Any person directly affected by
the construction is invited to attend any of the weekly meetings to bring up

The
Department and Paulsens request that persons traveling through the project
drive safely. Please use caution, pay
attention to the signs and do not tailgate.
Drivers are reminded that speeding fines are doubled in construction
zones.

Accident
history of West Second Street from Grant Street to Greenwich Street
From
January 2004 through December 2006 there were 109 reportable accidents along
this segment of US-30. Forty-five
accidents were “rear-end” collisions.
Thirty-three accidents were “angle” accidents, in which a motorist was
likely making a turning movement and was hit by another vehicle broadside. The accident history is indicative of a
roadway with a high amount of traffic and with motorists making frequent stops
and turns.
The common turning lane will improve the safety of
this segment of roadway by reducing the likelihood of rear-end accidents
occurring for motorists stopping to turn left, by reducing traffic congestion
due to left-hand turning movements, and by reducing the urgency or impatience
of those waiting to turn left.
